Halloween // Any ideas for how I can make my dog look like an eel from the little mermaid?

I wanna have my infant dress up as Ursula for and my dog as one of her boobalas (Flotsam/Jetsam) haha. There are great baby Ursula costumes on Etsy but I’m not sure what to do for the doggie. Any ideas appreciated, thank you!
