Halloween // How do I make a costume look wet?

Watching hurricane footage on The Weather Channel last and decided I want to be a TWC reporter in the midst of a storm. Planning to get a black hooded windbreaker and rain pants and slap a TWC logo on, but what can I do make them wet when I wear them?

Bonus points for making them look wet & windblown!
