Halloween // Neon '90s Carnivale?

The Key West Halloween party's theme is neon '90s carnivale. I'm a little stumped on coming up with a good costume that I can put together. It has to be one that will withstand being worn in a car for a couple hours. I can always add some extras to the costume when we arrive (neon sunglasses, an LED tutu, etc), but I would appreciate any creative thoughts anyone might have. Thanks so much!
