Halloween // Ideas for family of 3 mom, dad and toddler girl?

We are fostering an amazing 2 year old girl who I plan hopefully to adopt. Would love to do a group Halloween costume together. Any ideas? She has blonde hair to her shoulders so I was thinking she could be Alice in Wonderland? I just know 2 year olds won't wear a wig. So was trying to think of something for a blonde hair costume.
