Halloween // Looking for a old movie I watched as a kid

I am looking for a old animated movie that I can't seem to find anywhere online, I'll describe the general plot and hope someone recognises it and could tell me the name.

2 siblings are going around trick or treating, they go around visiting all kinds of monsters like a mummy, a reaper looking guy i think who put a kick me sticker on the younger siblings back, a swamp monster, frankenstein amd some more,, looking for sweets, but the monsters didn't give them any sweets but a bunch of rubbish, seaweed from the swamp monster, bolts from frankenstein. but when they go to a Halloween party later on all the monsters turn up and their buckets of rubbish gets filled with sweets.

So sorry if it doesn't make much sense but I really want to find this movie I used to watch.
