Halloween // ideas for Halloween outdoor decorating without a front yard?

So last year I moved back to my old suburb and into an apartment (with a balcony) on the second floor in a 1960s block with two 'towers'. I'm reasonably certain that I'll be able to convince our neighbours to decorate our garden/walkway a bit, and will camp out by the front fence in costume for trick or treaters either way, but after years going full haunted house on the front porch, I'm feeling a bit glum about not being able to set up a true "spooky house"!

I'd love to hear any bright ideas from people who've decked out their balconies - I'm feeling a bit bamboozled!
