Halloween // Help in throwing a good budget Halloween Party in Grad School

Hey y'all, I love Halloween and I wanted good ideas for throwing a party in one of the common rooms in my dorm. I'm from the US but I'm moving overseas to Switzerland for graduate school and my school is heavily international so I wanted to at least do something fun but I've been told Halloween isn't a huge thing outside the US in general so I'm a bit worried. The cost of living in Switzerland is also pretty high as well so I've got some stuff pre-planned like my costume is nearly 100% ready to go.

I don't have a theme in mind but I'll be going as a 1920s flapper and I was planning on putting up some fake cobwebs and have like Nightmare Before Christmas to watch (if the space has a tv) but overall I'm at a loss as I've a) never planned a party before and b) have a minimal budget and c) it's outside the US so I'm not sure what I'll be able to acquire for the party. I know that making food might be a good choice as a bunch of us are talking about doing group meals and we'd probably make it BYOB and have music and end up out at a club at the end but in general, any input or help would be great!
