Halloween // Where does this spooky musical phrase come from?

It appears quite often in spooky cartoons or even songs. Here are a couple of example:

The first few seconds of Haunted House Blues by Bessie Smith

And the beginning of Igor's Party by Tony's Monstrosities

I assume it's from a classical piece originally, but I'm not certain. Does anyone know the origin of this musical phrase?
