Halloween // Underrated Places for Halloween Celebrations?

Hey everyone; I feel like we've all heard of Salem, New Orleans, New York, and others as the big contenders for Halloween celebrations every year, but in practice it always seems to become big drug parties.

Does anyone have lesser known Halloween spots? Places where the spirit is really high and the celebrations are unique to the area?
