Halloween // Hi! I need help with something.

I’m already planning out my costume idea ahead because I know it’s going to take a while to make. I want to dress up as mercy from the game overwatch. She has a skin in the game called “winged victory” and I would like to make the costume look like that. I’m just not sure where to begin. What should I make the costume out of? How do I measure everything?
