Halloween // Need help with pvc mannequin

Hey guys so I'm running into an issue with a pvc zombie im trying to make. What's the best way to keep the pants on a pvc mannequin I made and have the waist fill out just as well as the torso. Right now my guy looks like the hunchback of Notre dame with a skinny waist lol please help me
