Halloween // Contingency plan for trick or treat

I'm anticipating trick or treat will be cancelled thanks to covid-19. So I'm planning on setting something up in my yard that my kids and the neighborhood kids can walk through and pick up some candy. My kids are 4 and under. So nothing too scary. The neighborhood is small. Probably only 10 kids at the most. What kind of things would be cheap and easy yet still fun for little kids?
